31 Aug 2017 - Chickens for Marawi evacuees not from Central Luzon

PAMPANGA -- Agriculture Secretary Emmanuel Piñol clarified that chickens to be given to evacuees from besieged Marawi City are not from Central Luzon, which was recently hit by avian influenza.

This came after a Lanao leader protested against the initiative of the Department of Agriculture (DA) to send chickens to the evacuees and soldiers in Marawi City through the Department of Social Welfare and Development.

PAMPANGA -- The Philippine Drug Enforcement Agency (PDEA) might take the lead role on the campaign against illegal drugs anew once outgoing Central Luzon Police Regional Office director Aaron Aquino assumes the drug agency’s leadership.

This was hinted by President Rodrigo Duterte during his visit to the province, saying stripping the Philippine National Police (PNP) of the lead role in the war on drugs might be an option following the alleged continued abuses of police officers using the administration’s campaign.

PAMPANGA -- Representative Aurelio Gonzales Jr. (3rd district) on Wednesday asked the Tourism Infrastructure and Enterprise Zone Authority (Tieza) to accompany members of the House Committee on Good Government and Public Accountability in visiting the Philippine Christmas Village (Paskuhan) which is now the subject of a congressional inquiry.

"It has come to our attention that things inside the facility have been removed," Gonzales said during the hearing on the sale of Paskuhan to Premier Central Incorporated at the House of Representatives.

30 Aug 2017 - Pampanga pays ‘culling army’

PAMPANGA -- Members of the group who helped cull thousands of fowls in bird flu affected farms in this town on Wednesday, August 30, received their compensation from the Provincial Capitol.

The 316 members of the “culling army” received their pay through Vice- Governor Dennis Pineda, who handed at least P750,400 as compensation of the Provincial Government to the workers who culled fowls in poultry farms here following the declaration of an avian flu outbreak by Agriculture Secretary Emmanuel Piñol last August 11.

PAMPANGA -- The House Committee on Good Government and Public Accountability on Wednesday, August 30, questioned former Tourism Infrastructure and Enterprise Zone Authority (Tieza) head Mark Lapid on his role on the sale of the Philippine Christmas (Paskuhan) Village to Premier Central Incorporated.

Lapid attended the hearing after the House committee’s invitation. In his opening statement, Lapid said that the sale “was to the best interest of the government and that the privatization of the facility was best option recommended by the consultants of Tieza.”

30 Aug 2017 - 2 teens drown in flooded rice field

PAMPANGA -- Two 18-year-old boys drowned while swimming in a flooded rice field near the under-construction Dukma Bridge in Barangay Paralaya, Candaba on Tuesday afternoon, August 22.

This town’s police chief Superintendent Paul Gamido identified the fatalities as Arvin Maun and Melvin Puno, who were reportedly with four other friends while swimming in an open rice field near the Pampanga River.

MABALACAT CITY -- Elements of the city police intelligence unit seized P200,000 worth of illegal drugs from three suspected pushers arrested in a recent drug bust operation.

Superintendent Ruel Cagape, officer in charge of the city police, said authorities seized methamphetamine hydrochloride, locally known as "shabu," and a gun during the anti-drug operations conducted along Fe Street in Barangay Mabiga.

PAMPANGA -- The North Luzon Expressway (NLEX) Corporation has announced that payment of toll fees can now be made using Mastercard credit and debit cards, Beep Card and Radio Frequency Identification or RFID when entering and exiting NLEX and the Subic-Clark-Tarlac Expressway (SCTEX) in Central Luzon.

NLEX Corporation President Rodrigo Franco said that the system can be used in 32 tollgates from Marilao in Bulacan and Balintawak in Metro Manila and northbound NLEx exits going to Central Luzon, including Mindanao Avenue, Valenzuela, Lawang Bato, Libtong, and Meycauayan.

24 Aug 2017 - DA confirms virus strain in Pampanga bird flu outbreak

PAMPANGA -- The Avian Flu virus that killed hundreds of birds in six farms in San Luis Pampanga has been identified as Influenza A H5N6, a virus that is transmittable to humans but far less deadly than H5N1.

This was based on the results from the Australian Animal Health Laboratory which stated that the A(H5) strain in Pampanga tested positive for N6.

PAMPANGA -- The Department of Agriculture (DA) said that an Australian laboratory confirmed that the Avian Influenza A(H5) virus killed thousands of birds in six poultry farms in San Luis town.

Agriculture Secretary Emmanuel Piñol said that it will take another three days before the Australian Animal Health Laboratory (AAHL) identify which subtype the virus belong.

PAMPANGA -- Seven more local government units (LGUs) in Pampanga received more than P132 million worth of projects through the Assistance to Disadvantaged Municipalities (ADM) Program of the Department of the Interior and Local Government (DILG).

The municipalities of Candaba, Magalang, Masantol, Mexico, Porac, Sta. Ana, and Sta. Rita were granted funds on June 29, 2017 as second batch of municipalities to receive the financial subsidy, along with 11 other LGUs on the first batch of fund release, ranging from P15-million to P24-million worth of various developmental projects.

PAMPANGA -- Five local government units (LGUs) in Central Luzon were recently ranked in the top 10 in the Cities and Municipalities Competitiveness Index (CMCI) for 2017 of the National Competitiveness Council (NCC).

The top LGUs were recognized and awarded by the NCC on August 17, 2017 at the Philippine International Convention Center. Leading the awardees for Central Luzon is Baler, Aurora, which garnered first place and the overall most competitive LGU among the third to sixth class municipalities category. It also received recognition as first place in the infrastructure category and third place in the resiliency category among the third to sixth class municipalities in the country.

PAMPANGA -- The Department of Agriculture (DA) has lifted the ban on the transport of poultry from Luzon to other parts of the country with government agencies set to implement conditions to ensure that the birds are not carriers of the bird-flu virus.

The lifting came after reports from its bio-security experts that the Avian Influenza cases in San Luis, Pampanga and in San Isidro and Jaen towns in Nueva Ecija have been contained in a seven-kilometer radius, according to Agriculture Secretary Emmanuel Pinol.

PAMPANGA -- Agriculture Secretary Emannuel Piñol said the lifting of the ban on the shipment of poultry products from Luzon to Visayas and Mindanao comes with certain conditions that would have to be met.

Poultry products like chicken, ducks and eggs would have to be checked by quarantine officials before being shipped. This also means that the products would have to pass the necessary documentation and certification that these are bird flu-free, said Piñol.

PAMPANGA -- Some 15 poultry raisers from this town said on Monday, August 14, of complications they are experiencing in marketing their products since the problem on the avian flu outbreak in the province came out.

PAMPANGA -- The Department of Health (DOH) said there has been no reported case of poultry-to-human contamination with regards to the Avian Influenza Type A Subtype H5 that has killed tens of thousands of chickens in San Luis town.

Currently, the avian flu virus is not yet highly pathogenic or deadly, as there are still no reported cases of human infection, although the World Health Organization said that human infection is primarily acquired through direct contact with infected animals.

12 Aug 2017 - Animal industry bureau bans transportation of poultry

PAMPANGA -- The Bureau of Animal Industry (BAI) has issued over the weekend a temporary ban on the movement of wild and domestic birds and other poultry products to curtail the spread of Avian Flu Virus.

The memorandum circular, which was issued by Department of Agriculture (DA) assistant secretary for livestock Enrico Garzon, said that the ban on live domestic and wild birds as well as poultry products like meat and day-old chicks is in effect until no new cases are reported within 21 days.

PAMPANGA -- Agriculture Secretary Emmanuel Piñol said Governor Lilia Pineda declared a state of calamity on Friday, August 11, in the entire province after the outbreak affected six poultry farms in San Luis town.

Piñol said he was informed Thursday that 37,000 birds have died from avian influenza subtype H5 in what has been declared as the first bird flu outbreak in the country.

5 Aug 2017 - BIR files 12th tax evasion case under RATE program

PAMPANGA -- The Bureau of Internal Revenue (BIR) Revenue Region 4 filed a complaint with the Prosecutor's Office of the City of San Fernando against one Jasper Jason Quicho for failure to pay taxes pursuant to Section 255 of the National Revenue Code of 1997.

BIR said that Quicho was sued for failing to pay deficiency tax liabilities for taxable year 2014, particularly deficiency Capital Gains Tax amounting to P162,416 and deficiency Documentary Stamps Tax amounting to P43,628.

PAMPANGA -- Some 80 personnel from the Department of Labor and Employment (Dole) participated in an earthquake and fire drill the other day at its regional office in the City of San Fernando.

The disaster preparedness event was initiated by the Dole and Pampanga Provincial Disaster Risk Reduction and Management Office (PDRRMO) in observance of this year’s National Disaster and Resilience Month (NDRM).

MABALACAT CITY -- The new administration, under the leadership of Mayor Cris Garbo, has requested Councilor Ruvielane Serrano Magarito, a representative of the Indigenous Peoples (IPs) in the City Council, to inhibit herself from participating in discussions related to the Certificate of Ancestral Domain (CADT) issues for alleged conflict of interest.

The stand of the Garbo Administration was relayed in a recent en banc session of the City Council for Margarito to remain neutral as she represents all Aetas of this city.

ANGELES CITY -- Barangay Captain Tony Mamac hosted over the weekend a seminar for barangay officials here on the rudiments of the Katarungang Pambarangay (KP) system. Katarungang Pambarangay, or the Barangay Justice System, is a local justice system in the Philippines.

It is operated by the smallest of the local government units, the barangay, and is overseen by the barangay captain, the highest elected official of the barangay and its executive.

PAMPANGA -- Woodcarvers here were given a crash course on painting and sketching lessons over the weekend at the workshop of premier ecclesiastical artist Willy Layug.

The lessons were in coordination with Guagua Mayor Dante Torres, who gave his full support and financial assistance for the project, as part of the initiatives to improve and widen the skill base of woodcarvers of Guagua's Betis District.

2 Aug 2017 - San Fernando creates task force for ‘Big One’

PAMPANGA -- The City Government here created a collapsed structure search and rescue (CSSR) task force composed of five personnel from the Operations and Warning Division of the City Disaster Risk Reduction and Management Office (CDRRMO) in preparation for the “Big One.”

CDRRM Officer Raymond Del Rosario said that the City of San Fernando is among the six local government units in Central Luzon that has been chosen to create a task force who will be in charge of responding to structural collapse in their respective areas and may also provide assistance in Metro Manila in the occurrence of an earthquake.
