30 Jul 2015 - Mabalacat exec to CDC: Respect rights of Aetas

MABALACAT CITY -- Mabalacat Vice Mayor Christian Halili has asked the Clark Development Corporation (CDC) to respect the rights of the Aeta tribesmen.

The city vice-mayor issued the statement in reaction to reports that a group of Aetas encountered difficulties entering and going out of their residential areas, which they claimed are their ancestral lands.

30 Jul 2015 - Angeles holds earthquake drill at city hall

ANGELES CITY -- The Angeles City Disaster Risk Reduction and Management Office (ACDRRMO) and the Bureau of Fire Protection (BFP) conducted a Fire and Earthquake Drill at city hall with the employees and officials of the local government here on Thursday.

Participants simulated an actual evacuation in case of an earthquake occurring with all its resulting after-effects, including fire, structural collapse, injuries and evacuation and rescue procedures.

30 Jul 2015 - Businessmen want DPWH to observe safety standards in road works

PAMPANGA -- Chamber of Commerce and Industry (PamCham) has called on the Department of Public Works and Highways (DPWH) on concerns of road safety in different construction sites in Central Luzon.

PamCham Vice Chairman Rene Romero in a July 22 letter lauded the DPWH for its development works but was quick to point out certain concerns in safety standards that the business chamber deems wanting of improvement.

MABALACAT CITY -- Mabalacat City Mayor Marino Morales said there are more areas in Clark that the Singaporean firm can relocate, especially in areas historically under the jurisdiction of the said third component city of Pampanga, which will still be attractive to the investor.

This stemmed after the some government officials and business leaders in Angeles City are not in conformity of the present location of Capilion Corp. Pte. Ltd. located near the Freeport’s main gate in the said city.

29 Jul 2015 - Angeles exec on P7-B project: 'We are not rejecting Capilion'

ANGELES CITY -- A city official clarified on Wednesday that they are not rejecting the P7-billion development project of the Capilion Corporation Pte. Limited in Clark Freeport.

Councilor Max Sangil issued the statement in reaction to a news article quoting Mayor Marino Morales as saying that he welcomes the project if Angeles City officials will reject it.

29 Jul 2015 - Angeles village pushes for CCTV project in commercial area

ANGELES CITY -- Officials in this city's commercial village of Balibago are now pushing for the approval of a barangay ordinance, which will require business establishments to install closed-circuit television (CCTV) cameras in their respective premises.

This was learned from Balibago Chairman Rodelio "Tony" Mamac who revealed that they have already consulted owners and managers of nightclubs, spa, restaurants, and other commercial establishments regarding the project.

CLARK FREEPORT — Workers in this Freeport are now close to 80,000, according to the Clark Development Corporation (CDC).

The state-owned corporation stated that there was an increase of more than 6,892 workers (nine percent) from June 2014 to June this year.

29 Jul 2015 - Cops arrest men in drug session

PAMPANGA -- Rudolf Balgos, 42, Kaiser Carbungco, 25, both residents of Mabalacat City and Diosdado Abuan, 34, a resident of the City of San Fernando were arrested while in the act sniffing suspected shabu inside a vehicle along the highway of Barangay Sto. Domingo here.

Police said that around 9:11 p.m., they received a call from Barangay Sto. Domingo councilor Edmund Atienza who said that some men were having a drug session inside a white Toyota Hi-Ace van along the road of the said barangay.

28 Jul 2015 - Guv to BFAR: Test waters in upper Pampanga River

PAMPANGA -- Governor Lilia Pineda urged the Bureau of Fisheries and Aquatic Resources (BFAR) to conduct an examination on the quality of water along the upper stream of the Pampanga River especially in the sections of Nueva Ecija and Tarlac to determine the cause of the recent fishkill.

The fish kill affected the towns of Arayat, Candaba, Masantol, Macabebe, Apalit, San Luis and San Simon.

MABALACAT CITY -- Mabalacat City Mayor Marino Morales is willing to assist the Singaporean firm to relocate in the Mabalacat area of the Clark Freeport should the local government of Angeles City and business groups continue to reject the multi-billion-peso investment project because of boundary issue.

"If government and some sectors in Angeles City are against the P7-billion Capilion investment project, Mabalacat City is willing to help the Singaporean firm to relocate in the Mabalacat area of the Freeport," Morales said.

PAMPANGA -- Vice Governor Dennis Pineda met on Monday with council members and representatives from the Department of Public Works and Highways (DPWH), Environment and Natural Resources Office (ENRO) and other local officials on their assessments on the previous disaster brought about by the recent southwest monsoon rains.

This came in heels of reported problems encountered in creeks, tail dikes and other structures that need intervention measures like dredging, de-silting and excavation to protect the entire province from soil erosion and flashfloods.

27 Jul 2015 - Monsoon rains damages to crops reach P76.9-M

PAMPANGA -- The recent southwest monsoon enhanced by Tropical Storm "Egay" and Typhoon "Falcon" that led to subsequent flooding has resulted to P76,953,517 in damages to agricultural crops, the Department of Agriculture (DA) said.

The DA’s progress report on rice production said that some 8,205.12 hectares planted with various crops have been partially damaged in Central Luzon provinces.

27 Jul 2015 - Mayor: Waste, water lilies caused Masantol fishkill

PAMPANGA -- The lack of oxygen at the Pampanga River due to waste and water lilies are the possible causes of the fishkill in the municipality recently, Masantol Mayor Dan Guintu said on Monday.

"The test results on the water sample from Pampanga River last Friday showed that various types of fish lacked oxygen because of wastes and water lilies, not because of harmful chemicals dumped from factories," Guintu said.

CLARK FREEPORT -- The Philippine Long Distance Telephone Company (PLDT) is currently undertaking a P1.3-billion data backup project to maintain seamless connectivity in the event of a major disaster.

Lito Mercado, PLDT Vitro Clark manager, said the design of the data backup building could withstand an Intensity 9 earthquake, flooding, fire, storm and other calamities.

26 Jul 2015 - Porac village eyed as agro-enterprise center

PAMPANGA -- The official international relief and development agency of the United States Catholic community and the Department of Agrarian Reform (DAR) are now eyeing the mountain village of Pio in Porac for the implementation of an Agro-enterprise Capacity Development Program for farmers.

DAR officer Eden Ponio, in an appearance before the Sangguniang Bayan of Porac, said that the Catholic Relief Service (CRS) has a partnership with the agrarian reform agency in helping local farmers achieve better access in the market chain.

"We want to add value on the fish products that we sell. Instead of selling fresh tilapia alone, we want to improve it by making it fish fillet and converting its skin to chicharon," Municipal Administrator Jomel Cruz said.

PAMPANGA -- An alleged member of a Private Armed Group in Pampanga was arrested at his safehouse in Barnagay Candating, Arayat on Thursday.

Senior Superintendent Rodolfo Recomono Jr., Pampanga police provincial director, identified the suspect as Narciso Guinto as Aka Narcing, 60, a resident of said barangay.

24 Jul 2015 - Fishkill in Pampanga River caused by poor oxygen supply

PAMPANGA -- The Bureau of Fisheries and Aquatic Resources (BFAR) in Central Luzon said on Friday that the massive fishkill at the Pampanga River in this town was caused by the sudden drop of dissolved oxygen in the water possibly due to decaying organic materials washed from the recent monsoon rains.

The BFAR said that the decaying organic materials may have been swept from neighboring Tarlac and Nueva Ecija provinces where the river and its tributaries originate. The recent drop in the oxygen level resulted in two days of by local fishermen in the area.

24 Jul 2015 - Tarlac wants contract on Canadian waste cancelled

PAMPANGA -- The Provincial Board (PB) of Tarlac passed on Friday a resolution demanding that the contract entered between the Bureau of Customs (BOC) and the Metro Clark Waste Management Corporation (MCWMC) be cancelled.

No less than Rufo Colayco, president of the MCWMC, admitted to board members that they have entered a contract with the BOC to use the Kalangitan Sanitary Landfill in Capas, Tarlac as disposal area for the Canadian waste that have been sitting at the Manila Port Area since 2013.

23 Jul 2015 - Ex-Capas mayor faces raps at Ombudsman

PAMPANGA -- A case of violation of Republic Act 3019 or the Anti-Graft and Corrupt Practices Act in relation to Section 7 of Republic Act 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees has been filed before the Office of the Ombudsman by Mayor Antonio "TJ" Rodriguez, Jr. against his predecessor former Mayor Reynaldo Catacutan of Capas, Tarlac.

The case was filed by Rodriguez on July 9 in connection with Catacutan's alleged "personal use of the morgue building", which is part of the 10-bed clinic at the O’Donnell Resettlement center in Barangay Cristo Rey here.

22 Jul 2015 - BCDA exec: P1-B solar farm to energize Clark Green City

CLARK FREEPORT -- Bases Conversion and Development Authority (BCDA) president and Chief Executive Officer Arnel Paciano Casanova announced Wednesday that SSR C-Solar Power Inc., a domestic corporation engaged in solar energy use, has signed on Wednesday a 25-year lease and P1-billion solar energy project with BCDA for the construction and development of a solar farm in a 25-hectare parcel of land within Clark Green City.

The leading Asian renewable energy group will develop a solar farm as an alternative source of renewable energy for the master planned Clark Green City. The lease agreement is renewable for another 25 years where SSR C-Solar will use the leased property to develop its solar-photovoltaic power generation and operations in accordance with the Clark Green City master plan's "green, smart and disaster-resilient developments."

22 Jul 2015 - BIR to build P650-M building in Sindalan

PAMPANGA -- The Bureau of Internal Revenue (BIR) Revenue Region IV (RR4) here is set to build a P650-million building in Barangay Sindalan in this city in a bid to better serve taxpayers through efficient services and facilities.

Revenue Region IV OIC Regional Director Conrado Lee said the planned construction will commence in 2016 and was made possible after the Provincial Government of Pampanga donated a one-hectare property in Barangay Sindalan for the relocation of the BIR offices.

PAMPANGA -- Chamber of Commerce and Industry (PamCham) vice-chairman Rene Romero has lauded the city governments of Angeles City and the City of San Fernando for their achievements in the 2015 Cities and Municipalities Competitiveness Index (CMCI) stressing that they should maintain such level of competitiveness as a way of governance.

Two of the province's cities were named among the most competitive cities in the country, with Angeles City placing 15th, and this city, 25th overall, based on the CMCI of the National Competitiveness Council.

22 Jul 2015 - Japanese firm expands operations in Clark

CLARK FREEPORT -- A Japanese electronic manufacturing company has expanded its operations in this Freeport.

The Clark International Airport Corporation (CIAC), Clark Development Corporation (CDC) and Nanox Philippines Inc., (NPI) signed on Wednesday memorandum of agreement (MOA) for the expansion of the Japanese firm which is expected to generate close to 1,000 jobs, said CIAC president and Chief Executive Officer Emigdio Tanjuatco III.

MABALACAT CITY -- Mayor Marino Morales has ordered the release of P10-million for the productivity enhancement incentive (PEI) of more than 600 city hall employees.

Morales said the release of the employees bonuses is in line with Executive Order (EO) Number 181 Series of 2015 (Implementation of the Provisions of Fiscal Year 2015 General Appropriations Act (GAA) on the Grant of PEI to Government Employees).

21 Jul 2015 - Rape-slay suspect arrested

PAMPANGA -- Police arrested Tuesday, July 21, Gilbert David Reyes, 39, married and a resident of Barangay Calantas and believed to be involved in the rape and murder of two women whose bodies were found floating along a river bank in Barangays Paguiruan and Calantas here last Sunday.

The victims were identified as Jennifer Culanculan, 22, and Melojane Sejo, 19, both natives of Zamboanga and househelps of Ethelyn Marciano, a businesswoman and resident of Barangay San Jose, this town, who reported about her two missing housekeepers on July 18.

PAMPANGA -- The Bureau of Internal Revenue Region IV here is set on opening seven additional e-Lounges in its different district offices to complement the three eLounges currently in operation.

Revenue Region IV (RR-4) OIC Regional Director Conrado Lee said that the establishment of the new facilities is in compliance with the memorandum issued by BIR Deputy Commissioner Nelson Aspe which stated that eLounges shall be established in all revenue district offices (RDOs) on the "Establishment of eLounges in the RDOs" pursuant to Revenue Special Order (RSO) No.570-2014.

CLARK FREEPORT— The Clark Development Corporation (CDC) has formally opened its latest and most technologically advanced tourist attractions here, priming up this former military facility as a complete travel and business destination in the country.

CDC has opened on Thursday the Clark 4D Theater at the same time re-opening the Clark Museum which was recently renovated. Both attractions are housed in the same building near the Parade Grounds here. Civil and architectural works for the project cost P11.32 million.

This was reiterated by an official of Clark Development Corporation (CDC) in reaction to reports that the Singaporean-based Capilion Corporation Pte Limited’s mixed-use facility is under the territorial jurisdiction of Angeles City.

20 Jul 2015 - Santiago: Competitiveness citation a ‘challenge’

PAMPANGA -- "It is now a challenge for us to improve and level up with the honor of being cited as the second most competitive component city in the country."

So said Mayor Edwin Santiago on Monday as expressed his desire to "go further" after San Fernando was recognized by the National Competitiveness Council as the second overall most competitive city under the category of component cities--next to Naga City in Bicol--during the Third Regional Competitiveness Summit held at the Philippine International Convention Center Last Thursday.

PAMPANGA -- The backrider of the Yamaha Mio motorcycle identified as Jenina Anne Mae Santiago, 21, died while two others were injured in a motorcycle accident at Kalsadang Bayu in Barangay San Nicolas here on Saturday evening.

Police reports said that the accident happened around 9:30 p.m. Saturday.

PAMPANGA -- Five bodies, two of them burned beyond recognition, were found in Candaba on Tuesday.

Senior Superintendent Rodolfo Recomono Jr., Pampanga police provincial director, identified the bodies as that of Romeo Manalese, 71, and Lito Manalese, 35, both of Barangay Cacutud and Fathi Kurdi, a resident of Barangay Plaza Luma, all of Candaba town.

ANGELES CITY -- "I don't mind, I don't care" said Mayor Edgardo Pamintuanabout Vice- Mayor Vicky Vega Cabigting's recent tirades against his administration is not doing the latter any good, saying Cabigting's survey rating actually fell from nine percent to 2.7 percent in a recent survey in the city adding that the vice mayor has been hitting on the city's projects too early.

PAMPANGA -- Encroachers along MacArthur Highway in Barangay San Nicolas here were urged yesterday to demolish their respective structures which were illegally constructed on top of a major drainage system, causing perennial flooding and posing health risks to residents, particularly school children.

13 Jul 2015 - Anakpawis calls for cancellation of Hacienda Luisita solar project

MABALACAT CITY -- The militant Anakpawis Party-list called for the cancellation of the 50-megawatt Solar Park project of the PetroGreen Energy Corp. (PGEC), a subsidiary of PetroEnergy Resources Corp. (PERC), in partnership with the Department of Energy (DOE) under a service contract signed last March.

The site of the P3.9 billion and 50-hectare project is part of the 500-hectare highly disputed tracts of land in Barangays Balete and Lourdes (Texas) inside Hacienda Luisita that had been approved for conversion by the Department of Agrarian Reform (DAR) in 1996, but with a pending petition for its revocation filed by the farm workers under Alyansa ng mga Manggagawang Bukid sa Asyenda Luisita (Ambala).

13 Jul 2015 - 'Falcon' leaves P3.5M damages to Central Luzon crops

PAMPANGA -- The Department of Agriculture (DA) reported Monday that the recent flooding caused by Typhoon "Falcon" and the rains brought by the south-west monsoon has resulted in some P3.5 million in damages to Central Luzon crops.

Based on the partial reports compiled by the DA as of Saturday's posting showed that damages were recorded in six Central Luzon provinces, except Nueva Ecija. The DA said the initial reports would still have to be verified but initial reports showed Bataan province sustaining the most damage with 132 hectares of partially damaged farmland worth P2.5 million.

PAMPANGA -- Angat Dam's water level went up to 173.58 meters from 172.8 meters Friday but this is still below the 180-meter critical level for irrigation, the Department of Agriculture (DA) here said.

The DA had earlier expressed worries that without Angat Dam's full water capacity the dry cropping season in October would be greatly affected as it is also expected that there would be less rainfall this coming September.

CLARK FREEPORT -- The militant Anakpawis Party-list is asking the National Government to extend assistance to fishermen affected by the West Philippine sea dispute with China.

PAMPANGA -- The Department of Health Region III (DOH-3) said Wednesday that dengue cases in Pampanga are rising as the second quarter of the year ends.

Even before the rainy season started, the DOH-3 has already recorded 1,196 cases of dengue in the province.

1 Jul 2015 - Arayat cops recover dismantled vehicle

PAMPANGA -- Elements of Arayat police recovered a dismantled vehicle, allegedly carnapped, on Monday after a Bantay Bayan member reported the two unidentified men seen dismantling a taxi unit.

Police said that the recovered dismantled taxi unit was a Hyundai Accent (UVJ-840) and registered to one Leopoldo Santos, a resident of Grace Park, Caloocan City.
